FPV (First-Person View) drones, especially popular models like the DJI Avata and DJI FPV, are hugely popular among action photographers and thrill-seekers. However, because FPV drones fly at high speed (over 100 km/h) and the pilot must wear FPV Goggles, Thai law imposes especially strict control measures.DJI Avata 2
1. Do FPV drones & the DJI Avata 2 need to be registered?
The answer is: you must register 100% with both agencies (the NBTC and CAAT). Because every FPV drone model is equipped with a camera and is flown using Goggles for the camera's live view, violations carry a penalty of up to 5 years' imprisonment or a fine of up to 100,000 baht.
💡 Golden Rules for Flying FPV Drones in Thailand
- A visual observer (spotter) must be present: Because the pilot wearing Goggles cannot see the surrounding environment, CAAT regulations require a Spotter to stand beside the pilot and keep the drone in visual line of sight at all times.
- Maximum altitude: Fly no higher than 90 meters (300 feet) above the ground.
- Distance from people and buildings: Keep a distance of at least 30 meters from uninvolved people, property and vehicles.
2. Steps and required documents to register an FPV / Avata 2
Obtain third-party liability insurance and hull insurance.
FPV drones carry a higher risk of collision or crashing than ordinary drones. RRCT provides third-party liability coverage of 1,000,000 baht, plus hull crash-damage insurance covering 100% up to a maximum of 70,000 baht (for Avata 2 / FPV).
NBTC Radio Communication Registration
Submit the serial numbers of the drone body, remote controller and goggles, along with your ID card and drone photos, and receive the Kor Thor 30 (คท.30) registration receipt.
Register the operator and the aircraft with CAAT.
Apply for a Pilot License and UAS Portal aircraft registration certificate, attaching the insurance policy.
